Locala Enters MENA Market with Exclusive Dubai Networking Event

Locala has announced its entry into the MENA market with its first regional networking event, held on September 24 at One&Only Royal Mirage. The gathering brought together industry leaders, partners and Locala’s regional team for an evening focused on discussions and connections across the media and advertising ecosystem.

Locala President Pierre-Emmanuel Padiou and Matthieu Tebaus, Senior VP Sales MENA, joined senior industry representatives at the event as the company introduced its regional ambitions and technology to the MENA market.

Matthieu Tebaus, Senior VP Sales MENA said, “Locala plays a pivotal role in unlocking deep, adaptative and actionnable local insights for all our clients and partners a cross the region. Leading this project and driving this vision forward in MENA is a tremendous source of pride for our entire team.”

Locala’s MENA expansion aims to address the complexity of a media environment where differences between countries, cities and individual locations can significantly influence campaign performance. The company’s platform is designed to help brands incorporate local market signals into media planning and execution.

“Brands invest heavily in national campaigns but lack granular control over local market dynamics. Locala bridges this gap by acting as the operating layer for Adaptive Advertising, connecting real-time local signals – like footfall density, competitor proximity, and regional consumer demand – with automated media execution,” says Tebaus.

The approach is designed to support several sectors:

  • Retail and QSR: Brands can adjust media investment towards high-potential catchment areas or support underperforming locations, with the aim of increasing physical visits rather than relying solely on impressions.
  • Automotive: Dealership groups can use hyperlocal targeting to align digital advertising with showroom inventory and encourage qualified visits and test-drive bookings.
  • Agencies: Media teams can simplify campaign execution and scale localised strategies across multiple GCC markets without relying on extensive manual campaign setups.

Adapting Media to MENA’s Fragmented Market

The diversity of MENA markets creates different media conditions across cities such as Dubai, Riyadh and Doha, including variations in footfall, competition and consumer demand. Locala aims to automate the process of adapting campaigns to these local differences.

“Locala eliminates this friction through AI-driven automation. Our platform ingests continuous real-time signals – such as mobility trends, local demand, point-of-sale data, and store performance – and deploys intelligent AI agents to automatically optimise budget allocation, creative messaging, and bid strategies at the individual location level,” says Tebaus.

The platform allows marketing teams to establish strategic parameters while its technology adjusts campaign execution based on changing local signals. This is intended to help brands deliver local relevance at scale without increasing operational complexity.

Privacy at the Core of Locala’s Approach

As marketers navigate evolving data regulations across MENA, privacy and compliance remain important considerations. Locala says its technology was developed with a privacy-by-design approach, drawing on its experience operating within the European regulatory environment and GDPR requirements.

“We achieve high precision without compromising individual privacy by shifting away from intrusive, unverified tracking. Instead, we leverage aggregated location intelligence, cohort-based behavioral modeling, and privacy-safe data sharing tools like Data Clean Rooms. By processing privacy-compliant signals and anonymised identifier frameworks, we allow brands to achieve hyper-targeted relevancy and closed-loop attribution while offering total legal peace of mind to consumers and regional regulators alike,” says Tebaus.

Moving Media Measurement Beyond Impressions

Locala’s approach also focuses on connecting media activity with measurable business outcomes rather than relying primarily on metrics such as click-through rates and impression volumes.

The company’s Adaptive Advertising model is designed to measure outcomes including incremental footfall, verified visits to stores and dealerships, point-of-sale sales lift and growth at the market level.

By creating attribution links between digital advertising exposure and physical or e-commerce conversions, Locala aims to help brands assess return on ad spend (ROAS) and connect media investment more directly with local business performance.
